Ministry of Health and Family Welfare is one
of the largest ministries in the Government of
India, next only to HRD in Human resource
and technical resources. The ministry has
undergone several reorganizations in the last
three decades but most of them were done
due to administrative expediency than as a
long term strategy or for policy purpose. This
paper proposes a scheme for restructuring the
Ministry of Health and Family Welfare on the
basis of its mandate and functions, in order
to equip the Ministry with well defined focus
areas and specialization to deal with the
healthcare challenges of the country in the
next two decades.
